ACP director Alberto Alemán Zubieta introduced the project, whose estimated cost is US $ 5.3 billions.
Panama President Martin Torrijos endorsed the project under the condition that the country would not get endebted, that Panama income from the canal would increase during construction, and that there would not be new dams. He then called for a National referendum to approve the project.
